Dear Mr Freeman,

This short submission is made on behalf of the Manly Greens. As a local group with a strong and ongoing involvement in and concern for the protection of the natural, built and indigenous heritage values of the Quarantine Station on North Head at Manly, the Manly Greens wish to bring to your attention some serious deficiencies in the existing Conservation Plan.

The existing Conservation Plan

• fails to take account of fundamental aspects of the Burra Charter, which is Australia's primary document guiding the Conservation of Places of Cultural Significance
• fails to address the significance and management of important natural heritage values of the site
• fails to address the significance and management of indigenous values of the site.

Furthermore, the existing Conservation Plan is outdated in that it

• fails to take account of the importance of unique ecological communities and biodiversity associated with the site, and in particular the significance of those aspects of the site given its close proximity to a major population centre visited both by Australians from across the continent and by international visitors
• fails to address protection of listed endangered or threatened species and ecological communities
• fails to take account of both the recommendations of the North Head Advisory Committee set up under the provisions of Section 22 of the Environmental Planning & Assessment Act, and State Environmental Planning Policy No. 56 addressing sites of significance around Sydney Harbour
• fails to recognise significant opportunities that might arise for integrated planning and conservation management of the site, as a result of the imminent transfer of School of Artillery land at North Head to the National Parks & Wildlife Service.
